Dirty governance

There's often talk of what makes good governance (the right people with the right information at the right time), or bad governance (the negative of any of the above), but not dirty governance. You know, the decisions that get slipped through the right people at the right time but information is withheld. Or an out of session document emailed to people with a short turnaround that are already snowed under by email. This might get things approved quickly, but it doesn't make it useful and loses the essence of why governance exists in the first place.
